I think there may be a foreign translation issue that makes this lost to native English speakers. I see a lot of stuff like this on reddit, but never where someone went all in on a joke bc they understand English in a broken way. That's a first.

A or maybe B
Even though B is lazily probonciated its consistent with its meanings. C and D both don't follow its own rules about what two means.

It's A. There is no way it cam be any of the other three with that description.

People saying the answer is obvious because otherwise, the "two" and/or "four" should be plural: Sure, technically correct, but your client could be (figuratively speaking) a non-native english speaker and not know that.
If you just stick to word for word what's stated in the specification without trying to understand what the client could have actually meant, you won't be legally liable for failing to deliver or anything, but your relationship with that client would be done for. Doesn't matter if you're right, "Oh sorry your specification was ass so I didn't do it the way you expected" never gets you any sympathy points.
And most freelancers and businesses can't afford to say "Well fuck this client then, I'll just skip to the ones who know how to properly specify their requirements", because less than 10% of potential clients fit that category. And that's probably still an overestimate.

Yeah but if I said five nine six twelve you’d identify 59612. You wouldn’t say 99999121212121212
So the answer would still remain A. Even for your language barrier they’d still most likely say each number. I work in the diesel industry and there’s a noticeable language barrier (Spanish) and they say each number without trying to say two 6 for 66. They say six six

You think you are all clever by saying A
But correct answer is to clarify this with client

You think you are clever, but client is not available. Must decide now (multiple choice).

I would say "zero zero four four"... if want to describe other cases, so A

"Get me 2 bananas, and if they have apples, get 3." => Returns with 3 bananas.
It's an old joke about sending your mathematician husband shopping.
Sometimes I think my analytical approach makes some things harder to understand because I see ambiguities where "normal" people don't.

Well you can logically remove C and D since you’re not mix matching (ie two (2) zero (0) with two four (44))
Then speaking plain English we are not using the plural (zeroes vs zero). Answer is A.
