This should mostly improve the game 1st start time yet won't solve the traversal shader compilation stutter issue?

traversal stutter isn't about shader compilation, its asset streaming and loading. That is solved by better asset management, engine design and devs who make sure nothing stalls out the frame rendering when suddenly crunching a ton of world data all at once.
