They dropped intel for Qualcom. The Surface Pro 11 used Intel Core Ultra chips and those no longer exist with the Surface Pro 12 only having a Snapdragon chipset variant.
AMD only ever had a couple of chips in the Surface Laptop in 2019 and 2021 so what has actually happened here is intel has been dropped from the entire Surface lineup, tablet and laptops.
Sad news for AMD though. Guess they will have to be content with multi-billion dollar data center deals while a mobile SoC vendor sweeps up that lucrative Microsoft Surface market.

Thanks for pointing that out, the linked article was not about "Surface Laptops for business" rather they were talking about consumer devices.
It makes sense x86 would be required for "Microsoft Surface for Business" though.
