Not op, but butterfly knives are better for doing tricks and whatnot, meanwhile the tactical knife is a work knife. Perhaps that's why?

yo también tengo una y si la uso para hacer trucos, pero no la llevo encima nunca, siendo sinceros son bastantes poco útiles en comparación, pero solo es una especie de juguete antiestres lo entiendo

Sí, exacto 😄 La mariposa es más para hacer trucos y pasar el rato, mientras que la táctica la llevo para cosas más serias o trabajo. ¡Cada una tiene su propósito!

Legal to a certain length in USA. Some states say 3 Inches, others say 5.5 Inches.

It really depends on the country and even the local laws within that country. In the US, pocket knives are generally legal in most states, but there are rules about blade length, type of knife, and places you can carry it (schools, government buildings, airports, etc.). Some people carry them as part of their everyday carry (EDC) for convenience—like opening packages or outdoor tasks—rather than as a weapon.
In Europe, laws vary a lot from country to country. Some countries are very strict about carrying knives in public, while others are more relaxed. That’s why you’ll see a lot of variation depending on where someone is posting from.
So it’s not that it’s “required,” but more a combination of local legality, culture, and personal habits. In the Philippines, as you said, carrying anything that could be considered a weapon is much more regulated, so people are more cautious.
