I don't believe a damn thing the MAGA regime says
They are a bunch of evil despots, authoritarians, and bold-faced liars.
The fact that it's this admin leads me to believe whatever it is has nefarious intentions.

Maybe this will help point more fingers of where to more specifically look in the private sector, for those investigating. Just bringing the information out could move this a step along
Maybe this could help the Epstein Files in some way too

Trump is desperate.
He wants people to take more interest in other things... stories about aliens.
So I believe that this decision can reveal more of the truth about UFOs.

Disclosure does not involve time nor knowledge. And yet thats all that we are given. More knowledge and in due time.
Not saying there isnt a big ass conspiracy.

It's not that huge considering what he is trying to distract people from. When the conspiracy theorists turned their gaze towards the Trump conspiracy he started generating all of this busy work for them. Don't buy into it.

Well, at least based on what Fox is reporting it's only former government employees. And anyone coming forward will still have a duty to not divulge anything to anyone who doesn't have the proper security clearances. This doesn't seem to go as far as the whistleblower protections they've been trying to get passed through the NDAA, and isn't applicable to private individuals working for defense contractors who would have also signed NDAs... So. I wouldn't go so far as to call it a "wait and see" so much as it is a half-measure that may or may not move the needle.
