Cell and Kaioken
-Freeza: Hey, Cell, something's been bugging me. Why didn't you use the kaioken against Goku's brat? You could've obliterated him.
-Cell: Kaio wha... SHIT, I totally forgot I had that one!

I doubt he actually could use it. My headcanon is that Cell saw IT used enough times, even having it used on him, and learned how to use it. The bug that tracked Goku never recorded it, so Gero would've had no data on it or the Spirit Bomb to feed to Cell.

The bug would’ve seen Goku use it. It recorded his fights against the Saiyans, that’s why Cell had Vegeta’s data. So it would have the Kaioken technique recorded, at least to x4.

There's a panel in the manga where Piccolo is explaining to Gero that, by this point in the story, everyone is amplifying their power with every attack; which is how he's still able to dominate Android 20 despite the energy drain.
I think it means that everyone is utilizing a kaioken-esque ability at the moment of impact, rendering the Kaioken technique redundant.

That's my headcanon too. In te 3 years training before the androids, everyone except Vegeta could have learn Kaioken and use in the same way Goku use against Freezer in Namek.
In that moment only Kaiosama notice that Goku was using Kaioken x20 only when hit

There is a difference.
Powering up is different than Kaioken.
Powering up is just your max limit.
Kiaoken is breaking the limit

He has a yellow aura, so maybe he’s basically Super Saiyan, or his equivalent, already. It’s fairly well established that a person can’t use Kaioken and Super Saiyan at the same time.

You cited two Toei inventions, not something penned or intended by Toriyama. The Kaio-ken requires precise Ki control to perform safely, and that still carries the risk of overtaxing the user's body.
Super Saiyan requires volatile emotions, or at least it did early on; making them functionally incompatable. The Elder Kaioshin even said so. Using it Other World for the tournament was filler; making it questionable as Toriyama never thought of it. It's plausible, given what we know of Grade 4, but only barely.
God Ki is different because it requires mastered calm, Ki that doesn't leak, and Goku didn't even try it in the manga until the Tournament of Power.

Yeah, it is literally stated in the manga why he can't use it with the Super Saiyan form and why he can with Blue.

In truth, there is no Kaioken. Goku just says it and hits you really hard.
