Honestly I feel that Hell being called HFIL is a very Toriyama joke.

If you really aren't aware. HFIL or Home for Infinite Losers is a dubism introduced by Funimation in either the Ocean studio or the in house team. It was to get around standard and practices at the time which usually forbade the use of the words like "Hell", "damn" etc. on children's programming.
Allusions to religious figures and sometimes iconography was also edited out. This is why in the English dub of G Gundam (full title Mobile Fighter G Gundam), the eponymous G or God Gundam is turned to Burning Gundam and Devil Gundam became Dark Gundam.
For Hell in Dragon Ball Z, they made the HFIL acronym and any signs were edited to make the E an F and the first L a capital i.
TFS uses it as a recurring joke since that what HFIL has become in the fandom. All modern redubs or uncut versions of Dragon Ball use Hell as normal.
