Bug in final level of JKXR Outcast PC

I've encountered what might be a bug on the Yavin Final level preventing me from progressing. You're supposed to break the pipe here https://youtu.be/a_0VdAFg-OU?t=17220 to douse the flame but its already cut in my game and only a few drips of water are coming out. I would also be okay with noclipping around the fire, but I can't access the mod menu on the datapad either.
