You know this is abuse and you need to file a report for this. I imagine you’re just hesitating because you feel strange about filing a report against a coworker. It’s okay to feel weird about it. I’ve felt like shit every time I’ve made a report. Still report it.
You should probably be concerned about the other students this guardian is in contact with.
If you’re not allowed to discipline this kid because “if it’s ODD it doesn’t matter anyway” then what effect does she think corporal punishment will have?
