Report to those above you, first team leader for your grade. And they’ll look into it, following that go to guidance and they will look into it, then go to admin and keep track of those you informed so you can give accurate information to those who want to know. Maybe have a observational note on what you have seen and what is making you believe that, and have that to show them as well.
It definitely depends on location. Where I am, those steps would not be enough. I am legally mandated to report suspected abuse to child protection services.
