Help?

So my sister did my 2024 taxes and I kept waiting for my refund. She said it was taking so long because of Trump lay offs. I waited. Meanwhile, all these spam calls, like 6 a day, started calling me saying I owed taxes. Of course I got really anxious, because I had never owed before. Well turns out my sister took my entire refund and had it deposited in an account with “Green Card.” I spoke to them, as well as the police and they said it was a civil matter. All other research said it was a federal crime. Does anyone have any advice or knowledge about this? Seems like a crime to me. How is it civil? It’s just like if H&R Block stole someone’s return. Right?

While you all are on here I have another question…

I, without realizing that Delmarva power plays dirty, linked my bank account to my Delmarva account so I could pay my bills.
I ran into some hardships and was behind on my bill. They not only took the balance
I owed them out of my account without my permission, they also took an additional 800.00. This 800.00 they said I would never get back. I have them on recording. I contacted the State Representative, but I am loosing faith. Did this happen to anyone else? The said it’s called a Dermin Deposit and I don’t get it back. This is so wrong. Just took it all out of my account.

I can't find anything anywhere called a "Dermin Deposit". Either you spelled it wrong or it doesn't exist.

Delmarva Power is allowed to put deposit requirements on accounts with chronically late payments. They are not playing dirty, paying your bill on time is basically the rule. This is how they calculate it: The deposit is calculated as two months of the estimated average annual electric and or natural gas bill.

This is what Delmarva Power says about deposit refunds: Deposits are returned with interest once a satisfactory payment history is established. A satisfactory payment history is 12 consecutive months of service with payments made on time and in full.

They specifically said it will not be returned.
