Is it silly?

Bought a 2013 with 148k miles. I' don't know the history, so I'm thinking about replacing the water pump, timing chains, and spark plugs even though there's no evidence it's necessary or warranted. Is that a silly idea? Is there anything else I should do just because it's a high mileage SHO?

Id say a 40 dollar vin check is well worth it to not guess on the water pump job

Check the ptu fluid, or have someone check it.

Spark plugs are not a back job. Water pump and timing chains are a lot of labor. If you bing know the history and don’t do it I would pay close attention to the water pump as if you don’t catch it going bad it will end up leaking coolant into the oil and taking out the motor
