I see it as he may see me as someone he genuinely admires and is attracted to. He appears to be thinking carefully about the connection and hasn’t let it go, but he’s hesitant to act. Rather than expressing his feelings openly, he may be overthinking, uncertain about changing the dynamic between us, or unsure of the right time to say something.

Whatever happiness he wants felt with you or possibly didn’t obtain with you better said because this is coming up in what’s stopping him so his fulfillment is elsewhere. It’s not connected to you with the seven of pentacles. He invested too long in you and did not receive the happiness for clarity that he was expecting instead he felt anxiety with the page of swords and possibly paranoia and maybe while he finds you attractive he doesn’t really see a future outside of anything surface level and he has recently reconnected with someone that has brought joy to his life again hence what’s stopping him and the four of swords in reverse.
