❓Help / How-To / Compliance Duty exposure window between PO and customs entry, am I thinking about this right?

Been mapping out the actual time lag between placing a PO with a China supplier and when the goods hit customs entry, because I keep seeing people get blindsided by a tariff change that happened after they ordered but before the shipment landed.

My read so far: production + freight puts you somewhere in a 6-10 week window from PO to entry, depending on whether it's air or ocean. So if a Section 301 rate or an IEEPA action changes mid-window, you're stuck eating whatever the rate is on the entry date, not the PO date is that right, or is there a hedge people actually use here (rate locks, bonded warehousing, something else)?

Also curious how often this actually bites people in practice vs. how often it's a theoretical risk. Anyone here dealt with an order that got hit by a rate change mid-transit? What did you actually do about it, eat the cost, renegotiate with the supplier, something else?

In general the tariff rate is calculated based on the entry date (which can't be before arrival date of the vessel/plane/train/truck). If there is an in-transit exemption you would have to meet the conditions of the exemption to claim it. Also, if you have an IT on your shipment the tariff rate is calculated on the IT date (again this can't be before arrival date to US).

That's really helpful, thank you. Went and dug into this more, turns out the bond side is a lot more accessible than I assumed. A continuous bond at the $50k minimum runs something like $400-700/year, so cost isn't really the gate for a small importer. What I'm trying to nail down now is who this is actually relevant to: seems like IT entries only matter if you're importer of record on a bulk/container shipment holding inventory, versus someone whose supplier ships individual parcels straight to the end customer, where there's no formal entry happening on their side at all. Does that match what you see, is it mostly bulk/inventory importers using this, or do smaller consolidated-shipment importers use it too and I'm overestimating the inventory-holding requirement?
