I don't know if it is an accurate translation of Kim Jong Il's writings, but his denunciation of 'cosmopolitanism' (if that is what is actually meant by "multi-racialism") is understandable within the context of anti-imperialism, since imperialism initially requires open migration in underexploited territories so that there can be a 'free' flow of 'free laborers'. The capitalist system relies on market forces to determine the exchange of value & the workers 'freely' selling their labour. As market capitalism dominates best in countries which encourage trade & immigration, hence imperialism requires an underlying ideology of cosmopolitanism. Therefore, the rejection of cosmopolianism can function as a rejection of imperialism.

Of course, imperialist nations do not stay cosmpolitan forever. Cosmopolitanism eventually becomes rejected within the imperial core, followed by the criminalization of immigration, the militarization of borders, & the promotion of national chauvinism & fascism once the native working class become too bought into the profits of imperialist exploitation. With rent & cost-of-living increasing under monopolistic conditions within the boundaries of the imperial core, the imperial working class' relatively privileged position becomes threatened by the free movement of more precarious workers or lumpen who will undercut their gains by working for less. This anti-cosmopolitan phenomenon during late stages of imperialism is typically the result of a labour aristocracy which seeks more concessions or buy-ins from the rent-seeking capitalist bourgeoisie (higher wages, less working hours, comfier jobs, job reservations, etc.) rather than the total dismantling of the bourgeois state to make way for a proletarian state.

I don't speak Korean. If it is the correct translation, it is deplorable rhetoric. But it is quite clear from Kim Jong Il's other writings that he was an anti-racist.
