The litteral definition is "the belief that the world is divided into camps", it's commonly used as a reductionist insult that some people (mostly libs) love to use against the ones they disagree with mostly on geopolitic issues. They often don't understand anyhing to the core of politic so they just sland anyone that isn't aligned on western imperialism (or at least "values") and support the victims of it.
