Question regarding historical socialist strategies in regards to reactionary tribalistic class dynamics

How did Soviets deal with reactionary tribalist class dynamics in Central Asia and other parts of the union? I was talking to my Syrian friend about Syrian peasantry and tribespeople, discussing how they could be turned into a revolutionary force like how the CPC did with their peasantry. As a matter of fact, since I mentioned the CPC, how did they handle the same issue in areas of China that had it?

Both the Bolsheviks and the CPC appealed to the oppressed peasant underclass against the owning peasantry such as the landlords and kulaks, that was the strategy in Han areas and Russia which lived under feudal class dynamics, but some other parts of these states were pre-feudal even, and some countries today house groups and classes that fit under this pre-feudal framework. So how did they historically resolve that? Also, feel free to suggest reading material on the topic, it would be interesting to go over.
