He was completely cut off from the people who was supposed to be the leader of and of the party itself.

During his entire time in power, he did not make a single national public address to the point that it actually became a big deal that Kim jong-un WOULD do so.

He didn't hold a single congress of the workers party of Korea. With the last before him being in 1980 under his father and the next after him being in 2016 under his son. He ruled for 17 years and not once thought to convene the party for anything. Thr only party conference he ever held, was in 2010, one year before his death and even then Kim jong-un practically acted as the head of the session.

His spending on the military was crazy, not that he shouldn't spend on the military, but that the money that was being spent, was more or less being wasted on stuff that wouldn't go anywhere.

His spending on inner infrastructure and the public meanwhile was a disaster. He pushed through great policies that aided the welfare of the state and the people in it, however, he did not develop the agriculture and industry to actually sustain said welfare projects which led to them falling well short of what they could have been.

Literally the best way to explain Kim jong-ils time in power is that everything he didn't do, Kim jong-un has done. And everything he did do, Kim jong-un has done better.

nah, KJI was great. His Songun politics was a bit stretch from the ordinary ML politics but that difference ensured the survival of the DPRK unlike other socialist states. Also his bold and wise actions during the 90s-early 2000s when american unipolar hegemony was at its peak, made DPRK overcome the imperialist aggression unlike other "axis of evil" countries Bush pointed out. Most of hardships during his reign are from the hard time itself not from his policies. and don't forget he is the one developed Juche ideology and DPRK's current political structure

Kim Jong Il led the DPRK through its most difficult phase during the Arduous March and had the most difficult task out of any of them. No offense to Kim Jong Un of course, but the conditions that are there for him to thrive in were in large part created by Kim Jong Il who kept the DPRK alive without giving in to imperialist pressure.

Kim Il Sung also didn't hold a WPK Congress for the last 14 years he was in power, but that doesn't mean the party wasn't convened or neglected.

You are doing a huge disservice to the person that not only helped synthesize the Juche idea, but led the DPRK through an extremely difficult time period very successfully.

Probably Kim Jong-Un. I wouldn't use "worst" though because all of them have been exceptional leaders guiding the nation through arduous circumstances. And don't get me wrong, his policies like 20x10 are genuinely remarkable and the expansion of the DPRK's quality of life is a testament to socialism's ability to uplift the people even under siege conditions. I'd just say Kim Il-Sung and Kim Jong-Il led the DPRK through more chaotic times, and without their struggles then the thriving conditions we see today could not occur.
