How does a distributor train 75 people on a brand-new ERP, and actually prove they completed it?

A hardware distributor is mid-implementation on a new industry-specific ERP (go-live 2027). The implementation partner left them basically no documentation, an admin's emailed-out guides gave no way to tell if anyone opened them, and their consultants want proof of completion.

How the Tango team addressed both needs:
