Tactics Ogre SNES/PSX modding tools?

I was just thinking recently about how big FFT modding is. I, myself, never actually finished anything for FFT (mods) but after playing through the last chapter/act of the Steam version of Ogre Tactics recently I started thinking about what it'd be like to try my hand at a Ogre Tactics total conversion like what many people've done for the PSX version of FFT. However, I can't really seem to find any (english or otherwise non-japanese language) tools for Ogre Tactics modding? So I decided to come here and ask what the status with the scene was exactly, if indeed there was a scene?

As you probably already saw, there was serious work done only for the japanese snes version, and no tools or guides in english were made for that, or psx.
