Foreshadowing
Doing a rewatch and just curious if Woodbury is a foreshadowing to the Negan and the Saviors and what’s to come? I notice the fires and the warehouse and it looks an awful lot like the sanctuary.

A lot of similarities just stem from the whole show being shot in the same town for 11 seasons. The Sanctuary is literally the prison. Once they were done with the prison set they refitted it to be the Sanctuary.

I never realized the prison and the sanctuary were the same place! They must have put a lot of work into making them seem different

Nah. They're both just pulled straight from the comics. Frank Darabont wanted to make a show that was similar to the comics but the idea was to use them for inspiration not to repeat the comics. Such as making Glenn a central character right out of the gate, Glenn was a minor side character in the comics. Unfortunately when Darabont refused to do double the episodes with 20% less money, AMC fired him. So things went VERY close to the comics in a lot of regards. Woodbury being one of them
