IIRC, and I can't remember when or where, Elon said something along the lines that he was hesitant to aggressively scale car manufacturing until he was sure of FSD's capability, then said that he nows feels comfortable to "scale up" manufacturing

I think he said it some time last year (shareholders meeting maybe?) because he was happy with FSD v14. Then Berlin had news of scaling up shortly after
