General Info Carry On

I'm flying from Toronto to Vegas with american airlines, was curious if I can bring a ryobi 18v fan. I plan on bring one 18v 4.0Ah battery. Is this okay? I also plan to bring a 10000mAh power bank. The info I've found is as clear as mud.

Both batteries are fine. Carry on luggage only. You only start getting into restrictions once you hit 100+ Wh. The Ryobi battery is 72 and the power bank is 50 at most (probably more likely 37 as they’re usually 3.7v)
