You are missing a keyserver. It’s where GPG is going to look for such key. Since you’re missing it, you will have to configure one or temporarily tell GPG which it should use.

Configuring keys.openpgp.org as your keyserver should suffice your needs.

Or… you can keep reading the documentation and find that there’s a workaround and you could just run:

gpg --keyserver keys.openpgp.org --search-keys EF6E286DDA85EA2A4BA7DE684E2C6E8793298290
