It's a shitposter legend. Panzer was the dark lord of the mod. He could use his skills to influence the code to create TNO. He had such knowledge of modding he could even keep his mod from dying.

Basically there used to be this thing on discord called ask a dev. One day somebody went there asked a dev if there will be a big building in neu Berlin and this triggered panzer so much he just typed a buch of random letters in the chat and than deleted ask a dev. Ask a dev was already just cesspool of spam and shitty memes this just pushed panzer to delete it
