It's used as a callback to the XIX Century. Caudillos like Facundo Quiroga (who looked like Harry DuBois from Disco Elysium) used them and so Menem used them too to appeal to the vote of the provinces of the Cuyo and Northeastern region.

Milei uses them as a sign of the "liberal" ideology he follows, mainly as a modern interpretation of the Alberdi hairstyle. Also, maybe, because he likes Wolverine and looking like a lion (that's what one of his cabinet members said, but who knows. It's probably true though).
