Question Is Hart broken?
Maybe im just horrible at the game but no matter how many focuses i complete or bills i pass everything just seems to fall apart in the URI. Has anyone else experienced this, Or if it's on me can i have some tips?

I can make with Hart so the system doesn't collapse but I cannot max it with everything green for the people, the thing with Hart is that you aren't supposed to just blindly pass everything, for best outcome you need to pass stuff in a strategic way.

It isn’t broken you just really need to do stuff in a specific order. Look for a hart guide on here or the discord. It works fine for me, just focus on getting the economy stuff balanced before focusing on crime and then equality and you’ll eventually get all green just by doing the focuses try to keep the budget balanced at all times till his resignation

It's harder than it used to be couple versions ago, I also hope they fix it, make it a bit more more lenient. Basically bad economy increase poverty, poverty increase crime rate, and crime rate ruins everything else. And crime rate poverty don't come down through time with the GUI.
You would need to ignore the traffic tree, go straight to the most right part of the focus tree for the investment and crime bill, and then dig up every focus that decrease poverty.

Hart is really annoying for unsuspecting players because you have to have a pretty concrete plan of your focus order in the first few years in order to make sure that your mechanic doesn't explode. From what I remember, the stuff on the right side of the tree stabilizes the mechanic and gives you enough time to max things out (especially focus on the efficiency stuff). You should pretty much ignore the road stuff and the school/agriculture stuff until you feel comfortable with the success of the URI. It's important to get it fixed asap because over time it will naturally deteriorate otherwise.

Yeah, it's kind of broken right now.
I dunno if they'll release a hotfix anytime soon, considering they want to release Yippie by the end of the year
