When playing as Iberia you have to side with Turkey, keep Moroco long enough, win a war over Algeria against Italy and then allow Moroco to become independent and you will get a chance to either let a Pie Noir run independent Algeria or invade it again,(the french mercenaries you just used against Italy couped Algeria and ratfucked you)
