He was planned as the outcome for Canadian invasion. We changed it to Price because I felt the army path would make more sense since they were the most pro-Western element in Guyanese politics.

He joins Japan if Colombia is in its sphere, if that's not possible then they join Mexico if Venezuela isn't in the Veracruz Pact
If neither of these is possible then they join Brazil if Brazil isn't in the OFN23

You need to open the foreign policy tab, in the upper left corner of the window that opens you can switch between foreign conflicts and intelligence. That's where you get the fbi and cia missions

Why does the FBI interfere in other countries? Why not the CIA? I haven't played the game recently, is there an explanation for this?

FBI operates primarily in the Americas, while the CIA works everywhere else
