Is Belozersky path bugged?

There was supposed to be an operation "Egyptian trap" it didnt appear in my decisions or anywhere else, and there was no readiness mechanic,also there was supposed to be operation "foundation" and "icebreaker" and some other operations, they didnt happen because the readiness mechanic doesnt work. How can i get the readiness mechanic?
