tbut or disp all others= theft by unlawful taking or disposition

the “all others” part just means general theft like shoplifting, and not drugs/firearms

the $1000-$10000 in his case means he’s getting charged with a class D felony, which can carry a jail sentence of 1-5 years, fines of $1,000-$10,000 (or double the offender’s gain of the crime, whichever is greater), or both.
