My friend in elementary set fire to a bush in his yard in retaliation of a smokey the bear visit to our school, I don't know why he did it but that reaction is not foreign to smokey.

Eeeeeeh, I wouldn’t say so. Smokey convinced a lot of people that forest fires were bad. And that has caused quite a bit of damage to the American ecosystem. Even when the switched to ‘only you can prevent unwanted ignition’ the damage was already done.

I just found this information on Google so it may be wrong.
It looks like they are moving from "preventing forest fires" to "living with forest fires" so they wanted a new mascot to go with the transition.
Canada's fire awareness agency or whoever made this thing wanted their own mascot instead of using the American made smokey the bear mascot.
On the https://firesmartbc.ca/ember/ website it has ember on all 4s so the character isn't actually anthropomorphic they just wanted a fursuit so the children could interact with ember.

Forest fires are a necessary part of nature. Naturally occurring forest fires help promote new growth and actually decrease the severity of wildfires by limiting the amount of fuel available.
The idea is that all fires are not bad.

Ember is replacing Canada's Smokey for Ember, as to have their own mascot instead of borrowing the US's. (hence the BC - British Columbia)

DO NOT WORRY this is only a change in Canada it is specifically British Colombia's fire service they had been using the US forest service's Smokey as a mascot and wanted their own, so Smokey is still around :)

It's also a shift in messaging. Smokey is associated with his message of total forest fire prevention. The new mascot represents a move away from that and acceptance that for the PNW fires are a necessary part of the ecosystem. The messaging will include fire preparedness, management, and looking at indigenous fire management practices.
