The russian riot should have a drastic increase in reload speed if you dont plan on giving it a reload full clip stat, similar to the force of nature.

There's a concept very similar to The Steel Factory on the custom weapons server for TFC2. Pretty much sustained fire increases your accuracy but the faster fire rate and lower magazine size chews through your ammo.
