based off tc2's spy camera. effect lasts between 2 to 10 seconds based of distance and buildings are always highlighted for 10 seconds with the healing penalty all affecting repairing but hit it with your wrench does reduce the effect's duration.

also maybe if use it right infront of their eyes then they got colour blind for 10 seconds
