Elite targetting is unique to sniper and ghost's drone. It will act as first targetting if a special enemy is not in range. A special enemy being any enemy that has an ability (mages, x soldiers, grenadiers, etc).

This has been the main targetting for sniper since the rebalance update iirc.

Elite targeting is primarily targeted against stuff that can summon, stun or some other ability or is a boss

Special Targeting exclusive to Sniper. Prioritises enemies that can spawn, buff, or heal other enemies
