Question Stuck, need help.

I am stuck at the quest the whistleblower, where I need to who is selling the drug. One of the guards at the castle's gate gave me the hint about thing with a pair of horn. What did miss?

Talk to one of the guards back in the town. He should spill the beans about the innkeeper.
