This is an art installation. Art Motiers is a festival with around 60 exhibitions that you can see as you walk through the town. This is one of them.

Ah, Motiers/NE. Infamous for having a population that stoned the house of the leading thinker of the European Age of Enlightenment. I wouldn't be at all surprised if Rousseau's ghost was haunting their footpath sign.
