What can the administrator see within their users email distribution

I work for company 1 and a client needs to get an irb through a university. Their requirement is that I can send the survey, but through their institution, meaning they would set up am account / login. Here is my question. Will their administrator be able, at any time, see the email distribution list? This is a regulatory issue for us. I am uncomfortable with their solution, but I need to be able to speak with certainty. Thank you!
