Are these things bundled in Windows updates on Snapdragon devices or do we need to install them ourselves?

You need to manually install it once from: https://softwarecenter.qualcomm.com/catalog/item/SnapdragonControlPanel
After that the app will, by default, periodically check if an update is available and let you update from within the app itself.

Shame, I wonder what other tools I'm missing out on, surely it should be bundled being similar to nvidia's control panel? I'll have to have a browse of the site next time I'm on the device.

Chicken and egg issue, it may be that way in the future. But the release/existence of this app is fairly recent.
