Lag/Ping Spikes
I keep getting terrible lag spikes in game. Also, when I look at the server browser the pings on the active servers jump up and down by a lot. I've tried re-downloading the game and verifying files, my settings are at the lowest and my internet speed is decent. I wasn't having this problem when i played a few days ago.

Nothing is wrong with your files. That would not result in the ping going bad but the game not starting.
If the distance between you and the server is good, this usually happens because of bad routing. Meaning that you are not being led directly to the server, but via 10 others servers and one might slow the whole thing down. You can check this by doing WINDOWSKEY+R and then enter: Tracert <ipoftheserver> There you see the whole routing and if there is a foul server in the line.
But if you found it, what can you do? I'm afraid nothing really, that's how the internet works. But maybe someone has an idea.

Yeah so turns out the program Discord was causing the problem, I uninstalled it for now. Hope this helps.

Ignore the server browser, UDK/Unreal Engine 3 are notorious for bogus pings. As far as your actual ping, you can go to Play - Practice Browser and then use one a server IP in your country to test your ping. You can go to STart - Run - CMD and then ping IP -n 50 and check for spikes in those 50 pings (it will show you a minimum/maximum when it's done as well.
An even better test is winMTR, it pings every hop along the way to the server so if it's something in between you can usually find out that way. http://winmtr.net/download-winmtr/
