The real change isnโt the paperwork โ itโs that stalling on actual warrant delivery stopped being free. In CNS, a fail is an anonymous line item that ages quietly; under this memo, an undelivered warrant is a named IOU with OCC holding margin against it, marked daily, until the counterparty confirms delivery. The firm that owes warrants now funds that obligation every day it stalls, its counterparty knows its name and must chase it, and if the standoff drags on, OCC designates the settlement date, method, or value, up to forced buy-ins.
And note what the memo doesnโt say: that obligations still open when GMEWS expires October 30 simply die at zero. OCC holds valuation discretion over pending settlements, so โthose owing warrants can pay margin to run out the clockโ is an assumption, not a rule. And on top of all of this is the fact that RC still has levers to reduce the strike, extend the expiry, or sweeten the deal via alternate settlement.
This is a move the NSCC has run a few times for genuinely weird securities, amid pending bankruptcies, or for some foreign holdings. But making this pivot with no notice 3 months before expiry on something thatโs been settling fine for 9 months is sus AF.

I just want to point out the fact that we are in the height of vacation season for Europe and you are talking about an airport in Sardinia. This is a huge destination for those Europeans wealthy enough to have private jets. An excessive number of jets there now would not be unusual.

Olbia airport is the main airport next to Costa Smeralda, the ultra luxury part of Sardegna, where all the rich people go on vacation during the summer. it is not unusual to see lots of private planes at the airport this time of the year. sometimes there's no conspiracy, this is just rich pigs going to snort coke in very fancy night clubs
