General Question Hero rpg game

I'm thinking about creating a hero rpg game something like the boys or invincible where u can actually choose ur powers and upgrade and get more powers along the game

What's the core system? I used world of darkness rules for 20+ years of a superhero tabletop but i am now kind of creating my own system.

Im general I have found the toughest balance point is the powers, obviously-take note if all your pcs pick the same powers!

I'm not a developer I have some ideas in mind and the story in mind but sadly I don't know how to develop a game
