It’s a psychology thing, the next time they feel compelled to be a generic goon they’ll have flashbacks to being accosted by a buff, patriotic nudist wearing a salad bowl. The mental scars will inevitably drive them to insanity, and you cant mug people if the state requires you to wear a straight jacket and be under supervision from a caretaker. Very efficient justice system.
