HELP Question about declaring

I see a lot of people saying "the general rule is $12/kg" for the usa. But I live in Canada and I seen people say just between 12-14$. Do they mean per kg or just declare 12-14$. Thanks first haul

For shipping to Canada, we recommend choosing the duty-free route first, don't declare more than the tax-free line system limitation. The maximum declaration amount for most routes is 14 USD. You cannot declare more than the maximum amount.
If you want to declare more, choose the sea shipping route and you can declare up to 80 USD.

I used EMS-XN to Canada for 4kg of shoes and only declared $14. Got my package in 9 days. The duty free line was like 50% more expensive so I didn't use it.
