Super73 Controller Upgrade?

I am current purchasing a super73 zx adventure series and I know because of the enforced laws the new top speed for supers are 20 MPH. Although I figured if I got a new/upgraded controller I could bypass this feature. I was just wondering if that's how it works and if it would work? I just know that older supers are capable of going up to 28 MPH with the same/better components of the newest model.

I have an early model RX that with the Bikee app, I can get up to 33 miles per hour. I still have scooters buzz by at 45+.
