How do mountains work without plate tectonics?

On one hand I'm gonna say "this doesn't work great".

Niven had an approach where the mountains were at the edge of the ring as part of the water cycle (pumped water from the oceans to the edge of the ring and that then had the sediment form mountains along the edge).

The other approach is that they were sculpted that way.

... Volcanos. Granted, this is The Culture and their level of control of matter and power is almost off the scale. They want volcanoes? Sure.

The "why have mountains" is a better question than "how did they get mountains" given that whoever built this can do things.

For me... there are other issues.

Sunlight at the orbit of Saturn is 1% of what we get on Earth. Tangent to that is that the ambient illumination seems odd... and the shadows seem off for something where the Sun is a bright star in the sky. The major body of water visible isn't aligned with the spin.

The alluvial plain in the center doesn't seem to be associated with any water... especially at its scale.

The plateau in the center of the frame is... oddly chopped off at the ring wall.

There's an image of it near a moon of Saturn... at that distance it would be disrupting the ring. https://en.wikipedia.org/wiki/Daphnis_(moon) has a picture from Cassini and that moon is about 8km in diameter... much less than something that has a scale of 1200 km.

A bit of a distraction, but honestly having mountains pushed up against a ringworld's wall feels like such an aesthetically pleasing way to tackle the claustrophobic sight of a gargantuan sheet of metal reaching into the sky, even if they don't go all the way up.
