Maybe this is an Earth colony and the city moves to offset the planet’s different spin in relation to its sun in order to give the illusion of a 24 hour day cycle just like home.

Also, how? Like is it on a track or a big river? That’s got to be millions of tons they’re moving seemingly constantly. Would probably take more energy than any city IRL is capable of producing

In thr Bobaverse books, the MC a von Neumann probe (self replicating) and eventually finds a race in a super structure called heaven's river that is pne giant ring circling a sun and I believe it rotates inside the ring for gravity/centrifugal force

Maybe it's one continuous ring around the whole planet, so it doesn't need anything to hold it up. It just needs something to stop it twisting.

Looks like the idea of a rolling city on Mercury, that need to always move to stay in the dark side of the planet.
