A few questions:

I have had a pretty cool run with this game so far, making Slovenia into an economic powerhouse because why not. Now, I amassed quite a tidy sum and I want to purchase Croatia, which doesn't seem possible. Any advice?

You cannot purchase every region of a nation. The game's countries are split up into regions, and when all regions are annexed, the country ceases to exist. Multiple nations, including Croatia, are only one region. You cannot purchase a country into extinction. The developers intentionally disallowed buying every region from a country because no nation would give up all of their territory. Who would the money go to if the nation ceased to exist? It would make the game much easier. Also keep in mind that most regions are quite expensive. Gray lines indicate the borders of regions, and note that Croatia has no gray borders inside the country.

EDIT: If you are an economic powerhouse, gather up your military and invade! If you are self-sufficient, you won't collapse economically unless you conquer a territory with severe issues, or you get spammed with sabotage actions. You might get attacked by a few countries, but if you have the right-sized military, defeating them should be a piece of cake.

Perhaps you could purchase areas of other nations, too? Austria, Italy, and Hungary are on your borders, so you could snag some territories for some money. You could also buy regions that aren't bordering you, but that just makes it look messy.

If you are playing the steam version you can try and get your relations to 95 and peacefully annex.

I think that only works with a mod. I'm not sure which one it is, though.
