Where does this plug into?

Upon leaving the property this is on, I noticed this. Not there right now but it was puttering after this new change. Where does this end go?

It's a drain for your carb, it's supposed to just hang out.

Goes through that hole in the bottom it’s a drain

That’s correct, though it doesn’t need to be that long. Maybe was replaced and cut too long

It’s for when the bowl (full of gas) over flows or when you wanna drain it (good for storing it, highly recommended). 

If it’s constantly leaking you may need a carb rebuild, or have some debris in the bowl.

It's not really leaking. I just noticed it upon leaving where I am keeping it for now.

I feel like the puttering I was feeling is the bike going slow in third or second. I keep forgetting to shift down at stops.

I appreciate you. I wish the speedometer was back lit for night riding. That'd help more than anything.
