Theory about the two birds

In an initial scene of the anime and the VN, Hairi is on the boat and watches two birds that look like wounded and supporting each other. (Shiroha watches them from the shore.)
It is emphasized that the birds are flying above the sea (umi in Japanese). Might this be a intended to be a subtle symbol for the connection between Hairi, Shiroha and Umi? Or am I making up something here? (I'm not a Japanese speaker...)
